In the Salesforce Spring '20 release, they automatically activated a "Critical Update" from Winter '20 that limits visibility to Custom Settings. The TYSO Application uses Custom Settings to store Quote Template settings.

For non-admin users after the Spring '20 release, there may be an issue with Quote Templates not being displayed correctly. To remedy this, create a permission set with the following permission:

"View All Custom Settings"

Assign that permission set to your users.

Retest your templates.
