Absolutely! To add additional fields on the Quote Creation Screen, follow these steps.
Setup-->Customize-->Quotes-->Field Sets
Create a new Field Set and make sure the API Name is "Quote_Create".
Add your fields into the Field Set and click "Save". Make sure you don't add too many fields, the intent is to keep the create screen very simple!
